Meeting Minutes of Thursday, July 24, 2008 @ 8:00 a.m.

CALL TO ORDER
Chairman Williams opened the meeting at 8:03 a.m.


BEACH COMMITTEE
Chairman Williams welcomed the Beach Committee members.  Ms. Allen began the discussion by outlining the process that resulted in the final revised Beach Superintendent job description and the creation of the Assistant Beach Superintendent job description.  The Board received copies for review.    

Beach Superintendent Job Description
Ms. Allen stated that the Beach Committee met a number of times to formulate the draft job descriptions and an analysis of hours worked over the past two years was calculated.  The Beach Committee determined that the Beach Superintendent position is a seasonal position; it does not warrant year round hours.  Ms. Bunker stated that the Beach Committee is looking at the Superintendent's functions and the time of year that these functions are completed.  The Beach Committee confirms that most duties are performed from April through October and that they
are looking at condensing the off-season duties.  After a brief discussion, Ms. Heilbron made a motion to approve the revised Beach Superintendent job description as presented.  Mr. Lewenberg seconded the motion and all members present unanimously approved the motion.

Assistant Beach Superintendent Job Description
The Board began review of the Assistant Beach Superintendent job description.  Chairman Williams stated that the job description does not reflect what the employee does when the Superintendent is not on duty.  Mr. Lewenberg commented that the job description is the same as the Beach Superintendent, except the Beach Superintendent assists with policy, has authority to hire and fire an employee, and completes budget work.  Ms. Heilbron asked what does the Assistant do when the Beach Superintendent is on duty.   Ms. Allen clarified that their schedules only overlap a few hours a day, and when the Superintendent is covering one beach, the Assistant covers the other beach.  Mr. Lewenberg stated that the Beach Superintendent should be considered at lest a grade above the Assistant in part because of the added responsibility of attending Beach Committee meetings and working with the Committee to set policy.  Mr. McCreery commended the Beach Committee for a great job on the job description.  The Board drafted and agreed upon the following language to

add to the Assistant Beach Superintendent job description under General Description of Duties: "Assists the Beach Superintendent with supervisory and administrative tasks."  
                             
Ms. Heilbron made a motion to approve the Assistant Beach Superintendent job description with the additional language.  Mr. McCreery seconded the motion, and all members present unanimously approved the motion.


ASSISTANT BEACH SUPERINTENDENT GRADE EVALUATION
The Board began the evaluation process of the Assistant Beach Superintendent position.  Through this discussion, the Board determined that a more efficient method would be for one member of the Personnel Board to work with the Beach Committee to calculate the grade for this position and present the recommended grade to the Personnel Board.  Ms. Heilbron volunteered to work with the Beach Committee on this issue.


TOWN COUNSEL REVIEW
The Board discussed the issue of a seasonal position shared with a year-round part-time position.  Tim Carroll distributed a copy of the draft legal opinion from Attorney Jack Collins.  The Board noted that not all Board members were aware that the legal opinion was available for review.  Mr. Lewenberg, acting as a Personnel Board member, will read the legal opinion, contact Attorney Collins for clarification, and report back to the Board with comments.  

With no further business, Chairman Williams adjourned the meeting at 8:55 a.m.
